The noble Verse 55 of Surah An-Nur, known as the Verse of Promise (Āyat al-Wa'd) or the Verse of Succession (Āyat al-Istikhlāf), holds a distinguished position in the discourse of Mahdism. The transformation of fear into security constitutes one of the promises pledged by the Almighty to the believers in this verse. This study aims to ascertain the precise semantics of the terms "fear" (Khawf) and "security" (Amn) through a descriptive-analytical method and a scrutiny of Imami exegeses. The explication and analysis of the collected data refute the hypothesis that restricts the scope of fear and security solely to fear of disbelievers and external adversaries of the Islamic society within specific territories. Instead, the findings demonstrate that this transformation is interpreted in alignment with the ultimate objective of Istikhlāf—which is the consolidation of the Religion of Truth and the sincere worship of the Almighty. Consequently, the transition from fear to security manifests comprehensively, encompassing all internal and external factors, transcending any specific territorial limitations.
